OTHER EMPLOYEE 8TATED THAT HE IS AN EMPLOYEE FOR LARIMER COUNTY ROAD AND BRIDGE AND THAT WHILE DRIVING BY A PIT WHICH BELONGS TO LARIMER COUNTY NEAR THE INTERSECTION. HE STATED THAT A FRIEND W AS WITH HIM. TH9Y PARKED THEIR VEHICLE, WALKED UP TO THE TRACTOR AND FOUND THAT A PERSON HAD BEEN TRAPPED UNDER THE TRACTOR, BUT WAS UNABLE TO DO SO. AFTER REALIZING THAT THE PERSON UNDER THE
