While moving the car anchor, cable slack was drug under the operator's compartment. EE stood beside the deck, and started the car. The reel engaged and pulled from under the car, striking EE in the legs. It flipped EE over and threw EE to the ground. EE complained with pain in EE's left knee. EE was taken to the hospital by ambulance.
