OPERATOR HAD COMPLETED DRILLING A HOLE ON STABLE, LEVEL GROUND. OPERATOR DID NOT APPLY PARKING BRAKE PRIOR TO SETTING UP ON HOLE. OPERATOR LOWERED MAST AND LIFTED JACKS AND WALKED ABOUT 20' A WAY FROM DRILL TO TALK TO FELLOW WORKER. BOTH MEN NOTICED DRILL ROLLING TOWARD HIGHWALL AND DRILL OPERATOR ATTEMPTED TO STOP MACHINE FROM ROLLING OFF HIGHWALL AND IN PROCESS SLIPPED OFF HIGHWA
