HE WAS OILING A DRY CHAIN AS IT WAS RUNNING. OPERATOR KICKED AT A BINDING CHAIN LINK. THE CHAIN CAUGHT HIS FOOT. HE HAD TO KICK UP IN THE AIR TO GET AT THE CHAIN AND NEVER SHOULD HAVE HAD HIS FOOT UP THERE.
