EMPLOYEE WAS DRIVING A DUMP TRUCK UP AN INCLIME TO DUMP HIS LOAD. TRUCK STALLED OUT, DRIVER SHIFTED IT INTO NEUTRAL ALLOWING THE TRUCK TO ROLL BACKWARDS AND HITTING ANOTHER PARKED TRUCK IN THE LOT. DRIVER STATED THAT THE BRAKES DIDN'T WORK. THE TRUCK BEING DRIVEN RECEIVED NO DAMAGE. THE PARKED TRUCK HAD MARKER LIGHT LENS BROKEN AND WAS SCRATCHED. DRIVER COMPLAINED OF SORE NECK
