THE VICTIM WAS OWNER/OPERATOR OF A TEN-WHEEL PETERBUILT GRAVEL TRUCK. HE REGULARLY HAULED FINISHED PRODUCT FROM THE STOCKPILE AT THIS PROPERTY TO CUSTOMERS LOCATED ON THE WESTERN SLOPE OF THE SIERRA NEVADA MOUNTAINS. THE MORNING OF THE ACCIDENT, THE VICTIM STOPPED HIS TRUCK ABOUT 20' FROM THE END OF THE SCALE WHERE THE LOAD WAS TO BE WEIGHED. A DOUBLE TRAILER WAS PARKED ON THE SCAL

EMPL & FOREMAN HAD BEEN WELDING ADDITIONAL FITTINGS ON PRTABLE FUEL TANKS. TANKS HAD BEEN FILLED WITH WATER DURING WELDING OPERATION. AFTER FINISHING WLEDING TANKS WERE BEING DRAINED & FOREMAN WALKED INTO SHOP TO WORK ON HOSES. FOR SOME REASON UNKNOWN TO US EMPL CLIMBED IN BETWEEN FUEL TANKS & EXPLOSION OCCURED CAUSING INSTAND DEATH. CAUSE OF IGNITION IS UNKNOWN.
