THE EMP HAVING 0INISHED HIS REGULAR CLEAN-UP DUTIES, WENT TO THE CONTROL ROOM TO COOL OFF. ON HIS OWN HE DECIDED TO WASH THW WINDOWS OF THE CONTROL ROOM. HE WENT OUTSIDE OF THE CONTROL ROOM AND WENT THROUG2 OR OVER THE HANDRAIL ONTO A 8 1/2 LEDGE TO CLEAN THE WINDOWS. HE FELL FROM THIS LEDGE ONTO THE VERTICAL 1/2 IN PIPE THE TOP OF WHICH WAS ABOUT 4 FT BELOW THE LEDGE AND ABOUT
