EMP WAS LOADING ORE CARS FROM THE PONYSET FLOOR APPROX 10' ABOVE TRACK LEVEL. UPON COMPLETION OFTHE TASK THE TRAIN WAS GIVEN A "HIGH BALL" LIGHTSIGNAL TO LEAVE THE PANEL AND PROCEED TO THE DUM P. WITHIN SECONDS ANOTHER SINGLE "STOP" LIGHT SIGNAL WAS GIVEN AND THIS STOPPED TRAIN. EMPS PARTNER FOUND HIM LAYING ALOND TRAIN. SPECULATED THAT EMP SLIPPED OFF LADDER, FELL AGAINST ORE CAR.
