PLACING SPOIL AGAINST THE HIGHWALL 2 A-25 TRUCKS & A DOZER. THE DOZER OPERATOR SPOTTED THE FIRST LEADS OF EACH TRUCK THEN STARTED TO WORK THE ROAD. WHEN THE 2ND TRUCK DRIVEN BY INJURED EE RETU RNED WITH HIS 2ND LOAD HE DUMPED OUTWARD TOWARD THE FILL INSTEAD OF AGAINST THE HIGHWALL. THE SPILL BANK GAVE WAY & THE TRUCK OVER TURNED.
