Straight Creek Coal Mining, Inc · Struck against a moving object

Employee was operating a D9L bulldozer and he states that the seat belt was aggravating his right groin. He had right inguinal hernia repair surgery in March 2013 and went back to work in early June. He had noticed increasing pain in his right inguinal area with swelling and ? numbness.
