Miner was walking backwards while pulling a wheeled oxy-acetelyne welding cart on soft/sandy ground. The cart wheels hung up in a soft spot. The momentum of the cart caused a bottle regulator to strike the miner in the chest as the miner continued to pull the cart. A bruised sternum resulted.
