EMP WAS INSIDE THE WATER OVER FLOW TANK AT THE WASH PLANT BECAUSE ONT OF THE PIPES LEADING TO THE WATER PUNP HAD PLUGGED. EMP WAS IN THE BENT OVER POSITION SHOVELING OUT THE PIPE WHEN HE FELT A STRAIN IN LOWER BACK.
