THE ROTARY DRYER SHUT DOWN DUE TO A POWER FAILURE. UPON RESTARTING, THE OPERATOR DID NOT FOLLOW PROPER PROCEDURES. THE RESULT WAS A FLASHBACK IGNITION WITH THE OPERATOR IN AN UNSAFE POSITION N EAR THE INSPECTION PORTS OF THE IGNITION CHAMBER. THE OPERATOR RECEIVED 1ST DEGREE BURNS ON THE FACE AND 2ND ON THE FOREARM.
