WALKED OUT ONTO TAILING SAND INTO THE WORK ZONE/REACH OF EXCAVATOR. THE OPERATOR DID NOT KNOW THAT HE WAS THERE AND STRUCK HIM WITH THE EXCAVATOR BUCKET. WE DO NOT KNOW WHY HE WAS OUT ON THE T AILING OR NEAR THE MACHINE.
