MINER WAS SITTING ON RIB AT SEAL INSTALLATION SITE, WHEN SCOOP APPROACHED WITH SUPPLIES. SCOOP WENT FORWARD FURTHER THAN OPERATOR OR VICTIM (MINER) ANTICIPATED, AS SCOOP BUCKET CAME IN CONTACT WITH VICTIM'S LOWER LEG, CAUSING FRACTURES TO THE LOWER LEG.
