2 EE'S WERE DESCENDING A LADDER WHILE CARRYING A PROPANE TANK & TORCH. WHILE DESCENDING THE BOTTOM EE BUMPED HIS HARDHAT ON A LADDER RUNG AND IT FELL OFF. THE TOP EE DROPPED HIS TORCH AND IT FEL AND HIT THE BOTTOM EE ON HIS HEAD THE LINER FROM THE HARDHAT WAS STILL ON HIS HEAD, OFFERING SOME PROTECTION.]
