Dump truck tires blew up and pushed the outside tire, causing it to blow off the vehicle. Other Employee was stuck by the tire but suffered no injury. Injury was standing in the proximity and in response to the tire blowing off the vehicle, turned abruptly, fell and fractured his wrist while attmpting to break his fall. He was not struck by the tire.
