FOR UNKNOWN REASON HE WAS DUMPING IN UNAUTHORIZED AREA WITH NO BERM & AT WAT ERS EDGE. HE BACKED VEHICLE TO DUMP & VEHICLE WENT OVER BANK LANDING ON ITS TOP IN QUARRY POND 30\ FROM BANK & IN 6\-8\ OF WATER. VICTIM WAS ENGULFED BY WATER & DROWNED. PRELIMINARY CORONERS R
