Los titulares mineros no ejecutaron los siguientes programas sociales: (i) incorporación de las comunidades locales, principalmente aquellas más cercanas al Delta, como son Vicco y Cochamarca, dentro de las actividades de cierre, es decir la contratación de trabajadores dentro de las propias comunidades; (ii) encuestas de opinión de las comunidades cercanas al sitio (Yurajhuanca y Quiulacocha) para establecer si las medidas tomadas han producido alguna modificación negativa o positiva en el entorno, cuyo plazo para ejecución era hasta 18 de marzo de 2018, incumpliendo lo establecido en su instrumento de gestión ambiental
