SCOOP OPERATOR WAS CLEANING A CUT OF COAL, COAL HT. WAS 38 TO 44" ON SECTION. OPERATOR BACKED MACHINE UNDER A BROW AND THE OPERATORS HEAD WAS CAUGHT BETWEEN BROW AND SCOOP. SCOOP HAD NO OPERA TING BRAKE SYSTEM
