VICTIM WAS CLIMBING A LADDER WHEN LADDER CREELED. VICTIM FELL APPROX. 35' TO GROUND. VICTIM WAS ATTEMPTING TO SECURE THE TOP OF THE LADDER TO THE STEEL BEAM. APPARENTLY, HE LEANED TOO FAR TO T HE LEFT WHILE PERFORMING THIS ACT, CAUSING THE LADDER TO SWAY TO THE LEFT SO FAR THAT THE EMPLOYEE SECURING IT AT THE BOTTOM WAS UNABLE TO CONTROL IT.
