SEE ATTCH:DRIVER DESCENDING 2% GRADE WITH LOAD OF OVERBURDEN,OBSERVED A WATER TRUCK ASCENDING THE 10% PORTION OF A ONE LANE ROAD 25'WIDE.THE DESC.TRUCK APPEARED TO SLOW TO A STOP,THE PROCEEDED ON DOWN THE HILL ENTERING DITCH ONCE WHEN THE WATER TRUCK WAS ACROSS FROM HIM.THEN GOT BACK ON THE ROAD AND PROCEEDED ANOTHER 150' ENTERING THE DITCH A 2ND TIME.DRIVER EITHER JUMPED OR FELL F
