IT WAS NECESSARY FOR EMPL TO RAISE BOOM ON MOBILE TRUCK CRANE SO ANOTHER EMPL COULD CHECK FUEL FILTER.MOTOR ON TRUCK HAD DIED & END OF BOOM WAS DIRECTLY BENEATH 13,800 VOLVT LINE. OPERATOR HAD ARC FROM ELECTRIC LINE CAME INTO CONTACT WITH BOOM. OPERATOR SAW FIRE BUT CONTINUED TO HOLD BOOM RAISING LEVER & BOOM CONTINUED TO RISE. OPERATOR TURNED LOOSE OF LEVER & JUMPED FREE OF CRANE.
