Mechanic was adjusting idle on a skid steer (#L-59) Over reached his hand while attempting to make final adj/snug of adj screw, directly in-front of engine cooling fan. He was adj idle with engine running & the cooling fan struck his hand. He received a cut on right hand from the fan blade requiring 19 stiches to close. Engine should have been turned off during this task
