EE was on the row boat and pulled up to get on the dredge. After the boat was tied up to the dredge, EE stepped on the boat sent to gain access to the dredge. As EE was swinging leg up out of the boat onto the dredge, EE's planted foot slipped due to the choppy water conditions. This caused a ruptured disc.
