Employee on simplicity screen cat-walk cleaning with a digging bar wearing gloves. Employee hit a finger w/digging bar onto a angle iron on cat walk. Yard Manager called MSHA per report. Found paper report not submitted at time of filing 2nd Qtr. 7000-2 form.
