THE VICTIM HAD BEEN HAND-MUCKING AT THE BOTTOM OF THE SHAFT PRIOR TO SIGNALING THE SURFACE TO BE HOISTED OUT. THE SURFACE ATTENDANT DESCENDED THE SHAFT AFTER THE HOIST RIGGING ARRIVED AT THE S URFACE WITHOUT THE VICTIM ON IT. HE FOUND THE VICTIM UNCONSCIOUS, WITH NO VITAL SIGNS, NEAR THE BOTTOM OF THE SHAFT. THE AUTOPSY REPORT INDICATED IT WAS CARBON MONOXIDE POISONING.
MSHA's standard limits respirable silica to 50 micrograms per cubic metre, but MSHA publishes dust and quartz as separate files and never the silica figure itself.
