MEN INSTALLING GOVERNOR CABLE ON MANLIFT.THEY WERE SPOTTING CAR AT 2ND LEVEL.ONE MAN WAS ON TOP.OTHER MAN WAS TO SPOT CAR FOR PROPER HEIGHT TO REMOVE CABLE CLAMP UNDER CAR.AT THIS TIME CAR RAN DOWN PINNING MAN BETWEEN CAR AND STRUCTURAL STEEL.
