Peru's unpublished mining-safety fines, 2020-2026: obtained via public records request

Peru's mining safety regulator, OSINERGMIN, published a list of its sanction resolutions naming each fined company through December 2019. Then the list froze. The agency kept sanctioning (its own quarterly bulletin counts 86 resolutions in 2022, 78 in 2023, and 110 in 2024) but stopped naming anyone. For almost seven years there has been no public record of which mining companies were fined, for what, or how much.

On 2026-08-19 we filed a request under Peru's transparency law (Ley 27806) asking for every sanction resolution issued by OSINERGMIN's Gerencia de Supervision Minera since January 2020, in spreadsheet form. The agency answered on 2026-08-28, three business days before its statutory deadline: 622 resolutions carrying 847 infraction line items against 115 large and medium mining companies, January 2020 through August 14, 2026, with fines totaling S/ 136.4 million.

A few things stand out on a first read. Volcan Compania Minera accounts for S/ 40.6 million of the total, most of it a single resolution from September 2022. Ventilation is the most-sanctioned obligation by a wide margin: about 330 of the 847 infraction items cite it. And the pace has been steady since the pandemic year: 37 resolutions in 2020, 124 in 2021, and between 78 and 111 in each full year since.

The delivery is formally partial. OSINERGMIN states it does not hold, in the requested form, each company's tax ID (RUC), the mining unit, the supervision specialty, or the appeal status before its tribunal. The per-infraction state and percent-paid columns are published as delivered; we have not confirmed with the agency exactly what they measure, and the pages say so wherever those figures appear.

Every resolution is now indexed at miningincidents.org/peru/osinergmin-sanctions, in Spanish at miningincidents.org/es/peru/osinergmin-sanctions, with a record page per company. The delivered file is archived unmodified, and every page carries the request number (SAIP 202600187744) and the agency's response report (236-2026-OS-GSM) so the chain of custody can be verified with OSINERGMIN directly.

This is the first non-US dataset on Mining Incidents. The agency's published 2001-2019 sanctions list and Peru's per-incident fatality records are the natural next additions.
