HIGH VOLTAGE ,SELF CONTAINED SUBSTATION WAS NOT DEENERGIZED WHILE ELECTRICTIAN WAS TESTING OR TROUBLE-SHOOTING THE 120 VOLT A.C.CONTROL CIRCUIT,IN A LOCATION WHERE ENERGIZED HIGH VOLTAGE COMP ONENTS WERE EXPOSED.
