VICTIM WAS ASSIGNED THE JOB OF PERIODICALLY CH%EKING THE FENCE AROUND THE PERIMETER OF THE SAND PIT. THE FENCE HAD BEEN CUT ON SEVERAL OCCASIONS. HE WALKED INSIDE THE FENCE LINE ON THE PIT SID E TO THE TOP OF A 70\ VERTICAL BANK WHICH WAS BEING MINED. AS HE APPROACHED THE EDGE OF THE BANK WHICH WAS APPROX. 15\ FROM THE 70\ HIGH BENCH, THE BANK COLLAPSED ENGULFING THE VICTIM.
