EMP HAD BEEN WORKING ON STOCK PILE WITH CRAWLER TRACTOR. WHEN SIGNALED TO C OME DOWN BY SUPERVISOR, HE ACKNOWLEDGED, AND JPROCEEDED TO BACK UP ALONG A ROAD ON THE SOUTH SIDE CLOSE TO THE TOP, AS HE APPROACHED THE CONE(VOID) OF #9 MILL FEEDER WATCHING THE OUTSIDE TRACK, HE BACKED INTO THE CONE. THE TRACTOR SLID TO THE BOTTOM AND WAS ENGULFED IN COARSE ROCK.
