INEFFECTIVE GROUND CLAMP DURING WELDING AND REPAIR OPERATION ON IDLE DAY. FEET IN WATER AT THE TIME ARC WAS STRUCK INJURED UTILITYMAN WAS ATTEMPTING TO OPEN COMPARTMENT TO OBTAIN LUNCH KIT AND WAS SHOCKED BY DC WELDER.
