PULLED DREDGE TO SAND BANK TO CHANGE LADDER CABLE. DREDGE OPERATOR LET LADDER DOWN ON BANK - CABLE HAD SLACK IN IT. EE STEPPED UP ON LADDER TO REMOVE CABLE CLAMPS. CABLE MOVED DOWN AND CAUGHT EE'S FINGER IN SHEAVE, CUTTING THE END OF HIS FINGER.
