EMPLOYEE WAS DESCENDING THE STEPS OF THE #2 CATWALK. HE SLIPPED ON THE TOP STEP, HIS FEET WENT OUT FROM UNDER HIM. EMPLOYEE LANDED ON HIS RIGHT ELBOW. HE WAS UNABLE TO CATCH BECAUSE HE WAS NOT HOLDING THE RAILING.
