While installing dredge handrail EE slipped on sand, a portion of handrail struck EE's neck, creating a minor laceration. Laceration was bandaged at local clinic.

Employee was repositioning a gravel dredge with a manual winch. A wind gust caught the dredge; the winch was in freewheel, the rotating handle struck the employee on the left forearm, lacerating the skin
