EE WAS MOVING THE EXCAVATOR WHEN THE ROAD COLLAPSED AND THE EXCAVATOR TIPPED OVER INTO THE WATER TRAPPING HIM INSIDE.

Operator tried to touch drive belt, machine was off but slowing down, and had 3 fingers smashed by belt pulley, severing tip of middle finger. Operator put his hand on the existing guard.
