VICTIM WAS HELPING PLACE 6IN X 8IN X 8 FT TIES IN TIERS FOR BLOCKING. THIS WAS TO BE USED TO SUPPORT THE COUNTERWEIGHT OF THE CAR HAUL SYSTEM WHILE REPAIRS WERE BEING MADE. A CRANE LIFTED THE COUNTERWEIGHT. VICTIM REACHED FOR A TIE AND HAD THE UPPER PART OF HIS BODY UNDER THE COUNTERWEIGHT. PART OF THE CRANE RIGGING BROKE. THE COUNTERWEIGHT FELL ON THE VICTIM.
